Our society is aging - the number of older people living in the UK has doubled since 1931 and over the next 30 years the number of people over 85 in England will rise by 180%. The government's plans for every person to have choice and control over the shape of their support will put huge demands on social care provision and stretch restricted budgets to the limit. So what can local authorities do today to improve the service they provide to their elderly citizens? How can they introduce personalised services such as individual budgets and direct payments, whilst also improving the efficiency of how they deliver the current range of services. And how can these services be better coordinated across housing, benefits, leisure, transport and health?

Lagan Enterprise Case ManagementTM (ECMTM) offers a fresh approach and much needed innovation to Adult Social Care Imagethe delivery of adult social services. Our approach supports the objectives of the Department of Health’s white paper ‘Our health, our care, our say’ (2006) and the ‘Putting People First’ concordat (Dec 2007). Our solution offers a "customer oriented" approach to service delivery, giving the service providers a holistic view of the citizen and supporting joined-up working between agencies.

By working with social care personnel to develop the offering, our solution combines the expertise and domain knowledge of practitioners actually delivering social care with the flexibility and rich, in-depth case management functionality embedded in the Lagan ECM technology. Lagan ECM is based on a Service-Oriented Architecture (SOA) design, meaning that it can work within existing government  infrastructures. Its powerful integration capabilities mean that it can connect to a variety of third party solutions, including a number of the legacy adult social care systems.

Lagan is currently implementing its adult social care solution for Blackpool Council, where the system will provide a comprehensive end-to-end solution for referral, assessment, review and service commissioning aimed at improving the quality of services delivered to the adult citizens of Blackpool.  Through working with Lagan, Blackpool has already generated cost savings of £500,000, overall service satisfaction levels have reached 86% and its CPA star rating has improved from 2 to 3 stars.
