Lagan Enterprise Case ManagementTM (ECMTM)  has been designed specifically to support the service delivery functions of government and incorporates the latest thinking in software solution development. It is written in Java and based on a flexible Service-Oriented Architecture (SOA), fully adopting the Spring Framework, a powerful industry-leading open-source application model which facilitates the creation of enterprise-class business applications. As a result, Lagan ECM is extensible, massively scalable and easily integrated into existing technology environments.

Lagan is a fully-accredited ISO9001 company, an OGC-approved supplier under the UK Government’s Catalist Specialist Solutions framework and a UK Government Gateway Alliance Programme Approved Partner.  Where appropriate, Lagan embraces the use of government specific and open standards, including: W3C-WAI ‘AA’ (accessibility); US Section 508 (ADA) (accessibility); UK BS8766 (people); UK BS7666 (property); UK e-Government Interoperability Framework (e-GIF); UK e-Government Metadata Standards (e-GMS); and many others.

The Lagan ECM architecture is built up from a set of integrated components including:Lagan ECM Architecture

  • Lagan Application Library – a growing set of public sector specific applications based on industry best practice – built by Lagan, its customers and partners, through configuration.
  • Lagan Business Process Suite – an extensive range of reusable government business processes.
  • Lagan Government to People Platform G2PP – a comprehensive set of integrated and proven technology components.

Lagan's partners and customers can take on different combinations of this architecture depending on their specific requirements i.e.

  • G2PP on its own or;
  • G2PP plus a collection of the Business Process Suite processes or;
  • G2PP plus a collection of the Business Process Suite processes plus a completed application (e.g. UK Adult Social Services).

The architecture also offers extensive interoperability with external technologies, with over 300 third party systems being integrated to date.  These include a wide range of telephony, email, document management, graphical information systems (GIS) and business specific applications. Lagan also offers a range of fully supported adapters for a number of leading government back office systems.

The Lagan Government to People Platform (G2PP) is the foundation upon which the rest of the product suite is built.  Now on its 7th-generation, G2PP is a standards-based suite of technologies that provide Lagan ECM core services:

  • Supporting Customer and Channel Management Services – these components use the underlying data objects to implement the business processes and rules required for service delivery support and include:
    • Full lifecycle case management
    • Business process management
    • Channel management
    • Knowledge engineering and management tools
    • Pervasive business rules management
  • Supporting Data Services – these components deal with the data or business objects that the platform depends on and include:
    • An extensible object data model
    • Semantic security
    • Business intelligence tools and analytics
    • Deep audit trail
    • Integration support
    • Data matching tools

A key component of G2PP is the Lagan Configuration Studio which offers a suite of powerful, easy-to-master administration tools which enable the data in G2PP to be configured efficiently and intuitively, even by non-technical business users, through graphical user interfaces as opposed to command-line utilities. This approach, which provides the flexibility of a custom solution with none of the headaches and associated costs, has been widely adopted by Lagan’s customers and partners, who have quickly become self-sufficient in configuring new applications.  This significantly reduces the total cost of ownership of the system and radically speeds up implementation timescales.

The Lagan Business Process Suite comprises an extensive range of reusable business process components, specifically geared to supporting the service delivery functions of government.  These can be mixed and matched depending on the specific application requirement. Building on the technology components of G2PP, the suite supports such processes as:

  • Screening for and determining eligibility
  • Assessing needs
  • Managing vendors & contracts
  • Building, reviewing & managing service plans
  • Tracking budget & utilisation
  • Providing information & requesting a service
  • Making payments
  • Managing case assignments
  • Making referrals
  • Accounts posting
  • Process intake
  • Tracking case outcomes
  • Provisioning
  • Making an appointment / booking
